PHNOM PENH, CAMBODIA — The Royal Government of Cambodia has accelerated its strategic initiative to position artificial intelligence (AI) as a primary catalyst for economic transformation. By adopting a human-centred approach, the Kingdom seeks to balance rapid technological advancement with responsible governance, ethical management, and public trust.
This framework was a key focus at a specialized national workshop titled “Human-Centred and Ethical Artificial Intelligence for Cambodia,” hosted by the Ministry of Industry, Science, Technology and Innovation (MISTI). The convention brought together key policymakers, technology experts, private sector leaders, and academic representatives. Consequently, the dialogue aims to construct a highly competitive digital economic model that safeguards human dignity and cultural values.
Striking a Regulatory Balance for Private Sector Growth
Speaking at the summit, Industry, Science, Technology and Innovation Minister Hem Vanndy emphasized that the nation’s strategy relies on targeted, flexible regulation. Rather than applying heavy restrictions that could stall tech expansion, Cambodia intends to introduce an optimized framework that actively supports innovation.
“We must strike the right balance between promoting AI development and managing its risks for the long-term benefit of our society,” Minister Vanndy stated. He noted that effective governance must keep technology accountable without creating compliance burdens that discourage private investment or research.
Furthermore, this technological push supports Cambodia’s broader strategy to enhance its global industrial competitiveness. By establishing clear, predictable rules, the government aims to create a welcoming ecosystem for foreign direct investment (FDI) in digital fields.
Built on a Structured Policy Foundation
This push for ethical AI is not an isolated effort. Instead, it represents the continuation of a multi-year policy roadmap overseen by the National Council for Science, Technology and Innovation. Cambodia has steadily built its technological foundation through several key steps:
- 2023: Published the comprehensive AI Landscape in Cambodia report.
- 2025: Completed a formal AI Readiness Assessment to evaluate domestic technical capabilities.
- 2026–2030: Formulated the National AI Strategy 2026–2030 to guide industrial adoption.
Significantly, the Kingdom has aligned its national AI policies directly with UNESCO’s Recommendation on the Ethics of Artificial Intelligence. This compliance ensures that Cambodia’s digital growth matches international standards for inclusive and sustainable economic development.
Preserving Khmer Heritage in the Digital Age
Beyond purely economic metrics, Cambodia’s upcoming ethical framework addresses localized cultural challenges. Workshop discussions highlighted the importance of using AI engines to actively protect and preserve the Khmer language and local cultural heritage within digital spaces.
By inviting practical recommendations from developers and researchers, MISTI is building a regulatory environment where artificial intelligence acts as a tool for public good. Ultimately, Cambodia is showcasing that developing nations can implement advanced technology while prioritizing human rights, consumer security, and public trust.
