PHNOM PENH — The inaugural China-ASEAN Entrepreneurs Summit in Southeast Asia officially launched in Phnom Penh, convening business leaders, industry delegates, and government officials to expand trade corridors, foster industrial partnerships, and secure bilateral investment agreements.
Organized to deepen cross-border business integration, the summit marks a major milestone as the first edition held within Southeast Asia, positioning Cambodia as a key regional gateway for Chinese and ASEAN enterprises.
Moving Beyond Assembly: Building Integrated Industrial Clusters
Addressing the opening session, Chea Vuthy, Secretary-General of the Cambodian Investment Board (CIB) at the Council for the Development of Cambodia (CDC), and Heng Vuthy, Chairman of the Cambodia National Federation of Trade and Investment Promotion Associations, outlined Cambodia’s strategic vision for foreign investment.
Cambodian officials stressed that future FDI must transcend basic assembly operations:
- High-Value Addition & Supply Chains: Urged investors to build interconnected industrial clusters that source and process materials domestically, rather than merely importing raw components for overseas re-export.
- Knowledge and Technology Transfer: Emphasized the critical need for technical upskilling, local workforce development, and operational know-how exchange between foreign enterprises and domestic firms.
- Market Diversification: Emphasized expanding trade channels across emerging global markets to buffer the domestic economy against external policy shocks and geopolitical disruptions.
- Facilitating Business Entry: Highlighted CDC’s single-entry mechanism, rapid digital project registration, and reduced logistics costs designed to streamline business operations.
Echoing these priorities, Tony Dong, Chief Representative of the Sino-International Entrepreneurs Federation (SIEF), underscored that delegations spanning advanced equipment manufacturing, digital economy platforms, and renewable energy sectors arrived in Phnom Penh to explore long-term commercial ties.
Strategic Agreements Signed Across Multiple Sectors
The summit concluded with three consecutive signing ceremonies solidifying joint ventures and financial cooperation:
- Round 1 (Trade, Logistics & Manufacturing): China New Silk Road Group Co., Ltd. signed agreements with Cambodia Securities Plc, logistics leader ZTO Express Group, and Xinxiu Group.
- Round 2 (Education, Tech & Agritech): China New Silk Road Group Co., Ltd. established formal partnerships with Guangzhou University, digital asset infrastructure firm Klickl, and TerraCam Co., Ltd.
- Round 3 (Financial Services): Cambodia Securities Plc entered into a strategic collaboration agreement with Bank of China to enhance capital market access and cross-border financial services.
The agreements reinforce the broader economic roadmap committed to by both governments, establishing a resilient framework for sustained private-sector collaboration across the ASEAN-China corridor.
