In a pivotal gathering hosted in Brussels, Belgium, on April 24, 2024, Her Excellency TOUCH Sopharath, Under Secretary of State of the Ministry of Foreign Affairs and International Cooperation of Cambodia, alongside Mr. Mario Ronconi, Head of Unit of the Directorate General of International Partnerships of the European Union, took the helm of the Subgroup on Cooperation. This significant assembly occurred alongside the 12th Cambodia-EU Joint Committee proceedings.

The collaborative session focused on examining the overarching strategic cooperation framework outlined in the Multi-Annual Indicative Plan (MIP) spanning from 2021 to 2024. Participants attentively reviewed the progress within this framework, which underpins the development partnership between Cambodia and the European Union.

Further discussion centered around Cambodia’s development agenda set for 2025-2027. The dialogue sought to ensure coherence between Cambodia’s forthcoming priorities and the structures of support provided by the EU, particularly in the context of the First Phase of the country’s Pentagonal Strategy. This strategy is pivotal for Cambodia’s future direction, aiming to steer the nation towards sustainable growth and enhanced socio-economic resilience.

The breadth of cooperation areas was expansive, highlighting key sectors identified as critical for Cambodia’s development trajectory. The domains of public financial management and social protection were at the forefront, acknowledging the need for robust systems that can sustain equitable growth. The agricultural sector and the management of natural resources were also underscored, reflecting the significant role these play in Cambodia’s economy and food security.

Moreover, investing in human capital was on the agenda, with education and skill development being seen as fundamental drivers for the nation’s prosperity. Industrial value chains were scrutinized, recognizing the potential they hold for boosting economic diversification and innovation within the country.

The Global Gateway initiative, representing sustainable and reliable networks serving both people and the planet, was discussed in conjunction with investment strategies. Environmental considerations and climate change responses were also pivotal discussion points, given their universal impact and the need for concerted international action.

The importance of regional cooperation within ASEAN was deliberated alongside the crucial contributions of civil society in fostering democratic engagement, and the empowerment of youth and the promotion of gender equality were recognized as essential to ensuring inclusive development.

The Brussels meeting between Cambodia and the EU stands as a clear indicator of their strong commitment to fostering a resilient partnership that benefits not just both parties but also sets a precedent for international cooperation geared towards sustainable progress and shared well-being.
