Cambodian Prime Minister Hun Manet and Russian President Vladimir Putin officially renewed their pledge to deepen and broaden bilateral cooperation across a wide range of sectors during a high-profile meeting yesterday. Consequently, the leaders solidified a multi-sector development framework spanning trade, defense, and economic integration.
The strategic talks took place directly on the sidelines of the ASEAN-Russia Commemorative Summit in Kazan, Russian Federation. Held from June 17–18, 2026, the summit marked the 35th anniversary of ASEAN-Russia relations. According to Jean-François Tain, Minister Delegate Attached to the Prime Minister, the meeting served as a vital platform for Cambodia to reaffirm its commitment to its traditional friendship and long-lasting cooperation with Russia.
Celebrating 70 Years of Diplomatic Relations and Historical Gratitude
The formal bilateral meeting, held on June 18, 2026, coincided with a massive milestone in shared history. This year marks the 70th anniversary of diplomatic relations between Cambodia and Russia.
During the discussions, Prime Minister Hun Manet expressed deep historical gratitude on behalf of the Kingdom.
“This year marks a milestone in our shared history as we celebrated 70 years anniversary of our diplomatic relations,” Prime Minister Hun Manet stated. “Over the past seven decades, Cambodia has attached great importance to traditional friendship and long-lasting cooperation with Russia. We always remember with deep gratitude the invaluable assistance and support of the former Soviet Union extended to Cambodia during our most difficult time in our history, following the immediate fall of the Pol Pot regime in 1979.”
President Putin warmly reciprocated these sentiments, describing Cambodia as a longstanding friend and partner. Furthermore, he welcomed the joint activities planned to commemorate the 70-year milestone and praised the steady progress in bilateral ties, noting that Russia attaches high importance to developing its cooperation with Cambodia.

Cambodia’s Balanced Foreign Policy and Multi-Sector Agendas
Minister Delegate Jean-François Tain noted that the prime minister’s message underscored Cambodia’s independent and balanced foreign policy. This diplomatic stance remains crucial amid an increasingly complex, uncertain, and volatile global environment. In response to Russia’s commitments, Prime Minister Hun Manet reiterated that the partnership is firmly founded on political trust, mutual support, respect, and shared interests.
The two leaders discussed concrete initiatives to expand collaboration across multiple sectors:
- Economic Drivers: Exploring new growth corridors in trade, investment, and agriculture.
- Security & Energy: Strengthening active defense channels, regional security dialogues, and energy cooperation frameworks.
- Socio-Economic Exchanges: Boosting people-to-people connectivity in education, healthcare, tourism, and culture.
Additionally, both leaders emphasized the vital importance of maintaining continuous, high-level communication. Moving forward, they will sustain these diplomatic bridges through legislative, executive, and direct party channels.
Pushing for a Cambodia-EAEU Free Trade Agreement
On the economic integration front, Prime Minister Hun Manet introduced a critical trade proposal during the session. Specifically, he requested President Putin’s formal support for a proposed Free Trade Agreement (FTA) between Cambodia and the Eurasian Economic Union (EAEU).
If secured, this landmark free trade pact would grant Cambodian exports direct, tariff-free access to major Eurasian markets. Ultimately, this strategic push aligns with Cambodia’s ongoing economic diversification efforts, successfully transforming historical political trust into a modern, high-yield trade alliance.
