On August 27, 2024, the Korea International Cooperation Agency (KOICA), through its Cambodia Office, organized a comprehensive pre-departure orientation session. This event was tailored for a group of 35 Cambodian government officials from the Ministry of Health and the Ministry of Economy and Finance. The primary objective was to prepare them for their upcoming training journeys to South Korea under KOICA’s Fellowship Program (CIAT).

The Fellowship Program operates with a sharp focus on enhancing skills and knowledge. For the Ministry of Health (MoH), the training is centered on “Capacity Building for Training of Trainers on Advanced Infection Prevention and Control (IPC) in Cambodia.” Meanwhile, the Ministry of Economy and Finance (MEF) officials will enhance their competencies through the “Capacity Building on Public Procurement in Cambodia” initiative.

This specialized pre-departure session aimed to arm the chosen participants with essential tools to effectively manage cultural adaptability and meet the academic rigors they would face abroad. The orientation thoroughly addressed various aspects, such as understanding Korean culture, mastering intercultural communication strategies, and adhering to educational norms and expectations in Korea. The overarching aim of this preparation was to maximize the learning outcomes and ensure a productive and meaningful stay in Korea for all delegates.

KOICA’s Fellowship Program is recognized for its pivotal role in human resources development (HRD), inviting a broad spectrum of professionals, including public officials, engineers, researchers, and policymakers from developing countries. The program draws from Korea’s substantial development experiences and technological advancements, enabling participating countries to bootstrap their human resource capabilities.

In 2024 alone, the program has accepted over 140 Cambodian government officials. Post-training, the 15 officials from the MoH are expected to return with refined skills in IPC training methodologies, whereas the 20 MEF officials will gain enhanced proficiencies in public procurement processes.

The officials who were selected for this prestigious opportunity have expressed their appreciation for the initiative taken by KOICA and the Korean government. They committed to applying the insights and skills gained from the training to foster Cambodia’s ongoing development efforts.

Over the years, starting from 1994, the KOICA Fellowship Program has significantly contributed to building capacities among 3,773 Cambodian government officials. This has been achieved through varied programs, including Country Training, Global Training, and Scholarship programs. KOICA continues to reaffirm its dedication to advancing Cambodia’s human resources development, supporting the nation in fulfilling its developmental objectives through strategic educational and training interventions.
