The outcomes of this high-level engagement between Cambodia and China are nothing short of remarkable. Over 37 official cooperation documents were signed, spanning a broad range of sectors including education, energy, agriculture, technology, healthcare, infrastructure, tourism, and people-to-people exchange. These agreements will translate into real-world impact: jobs for Cambodians, opportunities for students, modern infrastructure, and new momentum for industries that will power Cambodia’s journey toward becoming a high-income country by 2050.
As someone who closely follows Cambodia’s development, I believe this visit signals a new chapter—one where international friendship goes hand-in-hand with national ambition. It is a moment for celebration and reflection, and above all, a moment for optimism.

This visit, at the invitation of His Majesty King Norodom Sihamoni, was steeped in deep respect and shared values. From royal audiences to bilateral talks with Prime Minister Hun Manet and Senate President Samdech Techo Hun Sen, the atmosphere was one of friendship and partnership.
Cambodia and China have built a comprehensive strategic partnership grounded in mutual respect and sovereign equality. That trust is evident in the commitments made during the visit. Both sides reaffirmed their support for each other’s long-term goals, with Cambodia strongly supporting China’s initiatives, and China expressing clear support for Cambodia’s development vision, political stability, and path to prosperity.

The development of the Sihanoukville Special Economic Zone continues to receive high-level attention and support. This strategic zone is a cornerstone for Preah Sihanouk province’s growth and industrialisation, attracting new investment, improving logistics, and creating thousands of jobs.
Similarly, progress on the Funan Techo Integrated Water Resources Management Project and the planned construction of a 900 MW LPG power plant in Koh Kong province reflect the scale of Cambodia’s ambitions to modernise its energy systems and water management infrastructure.
Beyond these large-scale projects, the agreements also emphasised collaboration on trade facilitation, digital connectivity, and industrial supply chains—all essential pillars for Cambodia’s transition into a knowledge-based, innovation-driven economy.
A Shared Vision for Clean Energy and Environmental Responsibility
Cambodia’s commitment to sustainability was echoed throughout the visit. The two countries agreed to deepen collaboration on clean energy, particularly in the areas of hydropower, solar, and wind power. This aligns closely with Cambodia’s environmental goals and climate resilience agenda.
China’s continued support in the areas of mine clearance, medical logistics, and healthcare infrastructure further demonstrates how the partnership extends beyond economic growth—it touches on human development and safety. With joint efforts to build a mine/ERW-impact-free Cambodia, and to enhance healthcare training and emergency response capabilities, the benefits of this partnership are direct, meaningful, and enduring.
Celebrating Culture, Education, and Tourism
While infrastructure may make headlines, it is the cultural and human exchanges that build lasting bridges. One of the most inspiring announcements from this state visit was the designation of 2025 as the “Cambodia-China Year of Tourism.”
This initiative will encourage more Chinese visitors to experience Cambodia’s heritage, cuisine, and hospitality, while supporting local businesses and artisans. Efforts to restore and promote cultural treasures such as the Royal Palace Ruins in Angkor and Preah Vihear Temple will also receive new momentum.
In parallel, more scholarships will be offered to Cambodian students, opening doors to world-class education and skills development. Youth exchanges, city-to-city partnerships, and joint think-tank collaborations will deepen the understanding between the people of the two nations and help shape a new generation of globally-minded leaders.
Embracing Regional and Global Leadership
Cambodia is not just building stronger ties with China—it is also reinforcing its role within ASEAN and the global community. Through its support for the Global Development Initiative (GDI), Global Security Initiative (GSI), and Global Civilization Initiative (GCI), Cambodia is contributing to a broader vision of peace, cooperation, and shared prosperity.
Both sides also expressed their full support for multilateral trade frameworks, including the ASEAN-China Free Trade Area and the Regional Comprehensive Economic Partnership (RCEP). With discussions underway for the ASEAN-China Free Trade Area 3.0 Upgrade Protocol, Cambodia is ensuring that its economy remains competitive, open, and integrated into the region’s future.
These commitments underline Cambodia’s growing reputation as a nation that champions openness, inclusivity, and constructive diplomacy.
