Phnom Penh, Cambodia — Cambodia and India have signed a Memorandum of Understanding (MoU) to implement a new Quick Impact Project (QIP) for the construction of a kindergarten at Peam Kay Primary School in Phnhi Meas Commune, Koh Kong Province, officials said on 11 February 2026. The agreement was formalised in Phnom Penh by representatives of both governments to enhance educational infrastructure in rural areas.
The MoU was signed by Chhi Va, Governor of Koh Kong Province, and Vanlalvawna Bawitlung, Indian Ambassador to the Kingdom of Cambodia, in the presence of Chea Sovy, Deputy Governor, senior provincial officials, and distinguished guests. The project, which will be implemented under the Mekong-Ganga Cooperation (MGC) framework, aims to construct a modern kindergarten facility with two classrooms and sanitation amenities to serve children aged three to five years in the local community.
Officials said the initiative is designed to support early childhood education, offering a safe and inclusive learning environment for young learners and helping prepare children for primary schooling. The inclusion of proper sanitation facilities is expected to promote better health standards and hygiene practices among students.
The new kindergarten follows the successful e-inauguration of the Pre- and Post-Partum Maternity Care Centre at Koh Sdach Communal Hospital, another project supported by the Government of India under the MGC framework. The maternity centre, launched in 2025, has been providing improved maternal and child healthcare services to communities in and around Koh Sdach.
India’s development cooperation in Koh Kong also includes humanitarian mine action support. In 2023, the Indian Embassy and the Cambodian Mine Action Authority signed a grant agreement to support clearance operations in several districts of Koh Kong. As a result, Botum Sakor and Sre Ambel districts have been declared mine-free, enhancing safety and improving livelihoods for local residents.
Under India’s Act East Policy, Cambodia is a key partner, with the Indian government supporting annual QIPs across health, education, sanitation, agriculture and women’s empowerment sectors. To date, 70 Quick Impact Projects have been supported, with 49 completed and 21 under implementation in close coordination with the Royal Government of Cambodia.
