BEIJING — Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate and President of the Cambodian People’s Party (CPP), held high-level bilateral talks with Chinese President Xi Jinping on Friday. President Xi also serves as the General Secretary of the Communist Party of China (CPC). The crucial meeting took place in Beijing, where both leaders firmly reaffirmed their shared commitment to strengthening their ironclad friendship and comprehensive strategic partnership.
According to Senate spokesperson HE Chea Thyrith, President Xi expressed profound pride and satisfaction in helping build the resilient Cambodia-China relationship. He fittingly described the modern bilateral ties between the two nations as being “as solid as a rock”.
Advancing a Shared Community and Economic Growth
During the discussions, President Xi fondly recalled his historic state visit to Cambodia back in 2025. He explicitly noted that the visit had further reinforced the core framework of friendship and bilateral cooperation. Most notably, it advanced the building of an all-weather Cambodia-China community with a shared future in the new era.
In response, Samdech Techo Hun Sen expressed sincere gratitude to President Xi for the exceptionally warm hospitality extended to the visiting Cambodian delegation. He deeply appreciated the Chinese leader’s remarks on the status of bilateral relations. Samdech Techo stressed that Cambodia and China remain irreplaceable, ironclad friends whose diplomatic bond easily endures regardless of shifting global dynamics or unpredictable external circumstances. Furthermore, he explicitly reaffirmed that China continues to be an old, genuine, and trusted friend of the Cambodian population.
Expanding Infrastructure Projects and Security Agreements
The two heads of state also discussed practical avenues to expand cooperation across vital economic sectors and nationwide infrastructure development. Samdech Techo formally requested China’s continued support for Cambodia’s ongoing infrastructure expansion programs. He strongly emphasized that Chinese development cooperation plays an indispensable role in accelerating the Kingdom’s economic growth and overall modernization.
Beyond infrastructure, the high-level discussions focused heavily on:
- Strengthening cross-border security cooperation mechanisms.
- Enhancing data and information sharing between law enforcement agencies.
- Promoting more frequent, structured exchanges of high-level diplomatic delegations.
Deepening Party-to-Party Ties and Global Coordination
Both sides extensively highlighted the growing importance of party-to-party cooperation between the two governing regimes. As part of Samdech Techo’s official visit, the Cambodian People’s Party and the Communist Party of China signed a strategic memorandum of understanding (MoU). This MoU aims to deepen institutional political dialogue and expand the professional training and development of young party cadres across both nations.
Finally, the leaders exchanged nuanced views on pressing regional and international developments. They mutually acknowledged that rapid, complex global transformations require Cambodia and China to steadily enhance their coordination, strategic cooperation, and mutual support within international forums.
