PHNOM PENH, CAMBODIA — Nicolas Forissier, France’s Minister Delegate for Foreign Trade and Economic Attractiveness, will arrive in Cambodia for a high-profile two-day official visit. The diplomatic mission aims to systematically deepen bilateral economic relations and pave the way for expanded French capital deployments across the Kingdom.
According to an official briefing from the French Embassy in Phnom Penh, this upcoming tour follows a sequence of strategic high-level exchanges between Paris and Phnom Penh. It also acts as a critical foundational step to lay the groundwork for French President Emmanuel Macron’s official state visit to Cambodia later this year. Notably, President Macron’s visit will coincide with Cambodia hosting the 20th Francophonie Summit.
Inter-Ministerial Policy Consultations on the Agenda
During his two-day stay, Minister Forissier will lead comprehensive cross-border policy dialogues with several top-tier Cambodian political leaders. These multi-sectoral ministerial briefings include:
- Deputy Prime Minister Aun Pornmoniroth: Minister of Economy and Finance. Discussions will center on sustainable financial cooperation and public infrastructure investments.
- Minister Cham Nimul: Minister of Commerce. The talks will focus on trade diversification frameworks and scaling up direct corporate investments.
- Minister Keo Rottanak: Minister of Mines and Energy. The agenda covers renewable energy transitions and green utility management.
- Minister Chheang Ra: Minister of Health. Sessions will assess technical support for healthcare infrastructure across the country.
Direct Private Sector Integration and Existing Footprints
Beyond standard state-level diplomatic interactions, Minister Forissier will engage directly with Cambodia’s corporate ecosystem. He plans to host an interactive assembly with representatives from the highly active French business community in the country. This commercial network currently features at least 200 operational French companies, startups, and executive groups.
Historically, France remains a leading Western investor in Cambodia. French enterprises continue to hold strong market positions across core segments, including transport infrastructure, sustainable energy, agri-food logistics, hospitality tourism, financial networks, and advanced medicine.
Strong Macroeconomic Trade Framework
The latest data from the General Department of Customs and Excise of Cambodia highlights a healthy economic trajectory between both nations. Total bilateral trade reached $568 million, representing an 11.7 percent year-on-year increase from the previous annual cycle.
Cambodian manufacturers exported approximately $447 million worth of goods to France, expanding their cross-border shipping volume by 12.5 percent. While Cambodia’s shipments lean heavily on consumer staples like garments, footwear, travel accessories, and processed agricultural commodities, French incoming trade primarily introduces high-value vehicles, electronics, engineering materials, and home furniture into the Cambodian market.
By connecting European corporate leaders directly with fast-evolving regulatory frameworks in Phnom Penh, this ministerial tour will turn current diplomatic momentum into tangible, long-term industrial projects.
