Prime Minister Hun Manet Declares September 24 as Annual Constitution Day

Phnom Penh – Cambodian Prime Minister Samdech Moha Borvor Thipadei Hun Manet has officially declared September 24 as Constitution Day. This date commemorates the reintroduction of Cambodia’s Constitution in 1993, following over two decades of political turmoil.

The declaration was made through a circular dated January 3, 2025, and was announced on January 8, 2025. In the circular, Prime Minister Hun Manet emphasised the progress made over the past 30 years in upholding the Constitution amidst a backdrop of peace and national unity. This progress has been driven by the win-win policy of former Prime Minister Hun Sen, who currently serves as the President of the Senate.

The first Cambodian Constitution was introduced in 1947, while the current version was formally adopted on September 21, 1993, and promulgated by the late King Father Norodom Sihanouk on September 24, 1993. Since its adoption, the Constitution has undergone ten amendments to address national challenges and adapt to the country’s evolving needs.

Prime Minister Hun Manet highlighted the Constitution’s pivotal role in maintaining peace, unity, and national sovereignty, particularly under the win-win policy initiated by former Prime Minister Hun Sen. He credited the Constitution with safeguarding national defense, religion, monarchy, territorial integrity, and cultural heritage while promoting sustained development.

To commemorate this significant milestone, Cambodia inaugurated the Constitution Monument on September 24, 2024, during a ceremony presided over by King Norodom Sihamoni. The King described the monument as a symbol of the rule of law and Cambodia’s supreme legal framework.

Prime Minister Hun Manet has instructed all ministries and institutions to send delegations for the annual Constitution Day celebrations at the Constitution Monument. Provincial and municipal authorities have also been directed to hold commemorative events based on their resources.
