Phnom Penh: Cambodia is stepping up efforts to make housing more affordable through closer cooperation between the government and private developers, recognising affordable housing as a foundation for inclusive and sustainable urban growth.
At the “Unlocking Affordable Housing in Cambodia: Challenges and Opportunities” workshop, held on October 2 in Phnom Penh and organised by EuroCham Cambodia’s Real Estate & Construction Committee, stakeholders from both sectors explored new pathways to address Cambodia’s growing housing needs.
Policy Reforms and Housing Supply
Sok Sam On, Deputy Director-General at the Ministry of Land Management, Urban Planning and Construction, highlighted the government’s ongoing initiatives to strengthen the housing supply chain and improve regulatory frameworks that encourage developers to invest in affordable housing. He reaffirmed that public-private cooperation remains essential for achieving the national vision of equitable urban development.
Industry Insights and Collaborative Solutions
Michel Cassagnes, Chairman of EuroCham’s Real Estate & Construction Committee, underlined that affordable housing is “not just about building homes — it’s about building stability, opportunity, and inclusion.” He emphasized that inclusive housing strategies are key to Cambodia’s long-term social and economic balance.
EuroCham Chair Gabriele Faja said the workshop served as “a platform to establish a clear framework for building a sustainable and inclusive housing future,” connecting policy-level discussions with practical solutions. “The discussions focused on public-private partnerships, financing models, and innovations that can turn affordable housing from a challenge into a reality,” he added.
Toward a Sustainable Urban Future
Participants also discussed innovative financing mechanisms to enhance homeownership opportunities for low- and middle-income families, particularly in rapidly urbanizing areas. The event concluded with a shared commitment to translate these ideas into tangible outcomes through continuous dialogue and collaboration.
