Phnom Penh, Cambodia — The Ministry of Public Works and Transport (MPWT) is calling for investors to participate in the development of the Sihanoukville Logistics Complex, part of Cambodia’s broader effort to modernize its national logistics infrastructure and enhance trade competitiveness.
According to an official MPWT announcement, the government plans to implement the project under a public-private partnership (PPP) model, inviting expressions of interest from companies with relevant experience in design, construction, financing, operation and maintenance of large-scale logistics facilities.
The proposed logistics complex, to be located near Sihanoukville Autonomous Port, is designed to support Cambodia’s growing trade volumes by providing integrated services for cargo handling, warehousing, distribution, and value-added logistics solutions. It is expected to connect with the port’s existing infrastructure and potentially link to a network of regional logistics hubs in future development phases.
The International Finance Corporation (IFC), a member of the World Bank Group, has been appointed as lead transaction advisor to assist in structuring the PPP arrangement. This step is aimed at attracting global investors and ensuring the project complies with international best practices in logistics development and investment structuring.
While the request for proposals does not yet constitute a formal tender under Cambodia’s PPP law, it represents a preliminary market-testing phase designed to assess investor interest and capabilities ahead of a potential formal bidding process later in 2026. Interested parties are required to submit documentation outlining their qualifications and relevant project experience by the March 2026 deadline.
Government officials have emphasized that the logistics complex is a critical component of Cambodia’s long-term strategy to strengthen supply-chain capacity, reduce logistics costs and support export-oriented industries. Analysts note that improved logistics infrastructure could play a significant role in boosting the nation’s competitiveness in the ASEAN economic landscape.
As Cambodia continues to upgrade its transport and logistics networks, the Sihanoukville project is positioned to become a key regional logistics hub, supporting both domestic and international freight flows in the coming decade.
