33 Years of Peace, Law and Promise: Celebrating Cambodia’s Constitution Day

Some dates on the calendar are just days off. September 24th is not one of them.

Walk through Phnom Penh this morning and you’ll feel it before you see it. Flags in blue, red and white ripple from balconies and shopfronts. Families linger over breakfast a little longer than usual. Children who would normally be rushing to school are instead chasing each other around the parks. This is Constitution Day (ទិវារដ្ឋធម្មនុញ្ញ), and this year Cambodia marks 33 years since the moment the country chose a new beginning.

A Nation Writes Its Own Future

To understand why this day matters so much, you have to picture Cambodia in the early 1990s. The country was emerging from decades of conflict that had touched almost every family. Peace was not a given. It had to be built, piece by piece.

The Constitution was born after the United Nations brokered peace agreements in Paris in 1991, which opened the way for national elections in 1993, when Cambodians elected representatives to draft a new Constitution. Then came the day that changed everything. On September 24, 1993, members of parliament voted unanimously to adopt it, and King Norodom Sihanouk signed and proclaimed it the supreme law of the land.

With that signature, Cambodia was restored as a constitutional monarchy and a multi-party democracy. It was more than a legal act. It was a promise that the long night was over and that the future would be shaped by law, not by fear. The Constitutional Council, the body that safeguards the document, was established on that very same day.

What the Constitution Protects

As the supreme law, every other law and state decision in Cambodia must align with it. It protects the nation’s independence, neutrality and territorial integrity. It guarantees the rights, freedoms and equality of every citizen. It establishes the King as Head of State and a living symbol of national unity. And it recognises Buddhism as the state religion while protecting the freedom of people of all faiths to worship as they choose.

In short, it is the framework that lets a farmer in Takeo, a student in Siem Reap and a young entrepreneur in Phnom Penh all stand on the same solid ground.

A Monument Worthy of the Moment

For many years, Cambodia’s supreme law had no physical home of its own. That changed in 2024. The Constitution Monument was officially inaugurated on September 24 by His Majesty King Norodom Sihamoni, marking the 31st anniversary of the Constitution.

It is a striking sight. The monument rises 23.4 metres and sits in a garden west of the Independence Monument, placed between Wat Langka, representing morality, and the National Institute of Education, representing knowledge. It shares an axis with the Independence Monument, symbolising the nation, and the Norodom Sihanouk Memorial, representing the King, so the three together echo the national motto: Nation, Religion, King.

The new monument has also breathed fresh life into the holiday itself. The government has asked departments across the capital and provinces to hold ceremonies, and encouraged national and private media to share the Constitution’s history so that younger generations grow up understanding what it means.

How Cambodians Celebrate

The day begins with dignity. Senior officials and delegations gather at the monuments to lay wreaths and honour the late King Father Norodom Sihanouk, whose leadership helped bring the country back together.

After that, the day belongs to the people. With offices, banks and schools closed, families cook together, and you’ll smell steaming bowls of kuy teav drifting from kitchens. By late afternoon, the Riverside, the Royal Palace gardens and the green spaces around the new monument fill with couples, friends and grandparents with little ones in tow. Many people spend a quiet hour at the National Museum, reconnecting with the long, proud story of the Khmer people.

For expats and visitors, it’s a lovely day to join in. Stroll the parks, admire the monuments lit up in national colours, and simply soak in the calm, happy atmosphere.

A Day to Look Forward

Constitution Day is ultimately a celebration of resilience. Thirty-three years ago, Cambodians decided that their future would be built on peace, law and unity. Today’s busy streets, growing businesses and hopeful young generation are the fruit of that decision.

So wherever you are in the Kingdom today, raise a glass of iced coffee to that promise. Cambodia has come a long way, and the best chapters are still being written.
