Cambodia and Russia Deepen Bilateral Ties with Investment, Trade and Tourism Initiatives

Phnom Penh/Moscow: Cambodia and Russia are moving to strengthen their economic and cultural ties through a series of initiatives aimed at boosting trade, investment, and tourism. Recent high-level engagements between Cambodian and Russian officials signal a renewed momentum in bilateral relations, with both sides seeking to enhance cooperation across key sectors.

On May 4, Sergey Dvoryanov, President of the International Diplomatic Club “Amicability,” met with Cambodian Ambassador to Russia, Pich Khun Panha, to propose a collaborative initiative that would see the Cambodian Embassy in Moscow partner with Russian organisations to organise investment promotion events and cultural showcases. The meeting, which was also attended by Hong Samedy, Commercial Attaché at the Cambodian Embassy, focused on leveraging Russia’s investor base and outbound tourism market to benefit Cambodia’s economic development.

Dvoryanov outlined a broad vision for the initiative, including the promotion of Cambodia’s cultural heritage, showcasing of Cambodian products through trade exhibitions, and enhancing tourism awareness among Russian travellers. The proposal also included opportunities to present the Russian healthcare sector to Cambodian stakeholders, potentially opening channels for bilateral cooperation in medical services and wellness tourism.

Ambassador Panha welcomed the proposal and reiterated Cambodia’s openness to Russian investment. He highlighted the Cambodian government’s efforts to enhance the Kingdom’s business climate and expressed support for joint initiatives aimed at strengthening people-to-people ties and economic collaboration.

Strategic Bilateral Dialogue

The May 4 meeting followed shortly after the 11th session of the Cambodia-Russia Intergovernmental Commission (IGC), held via video conference on April 28. The session was co-chaired by Cambodian Minister of Foreign Affairs and International Cooperation, Prak Sokhonn, and Russian Minister of Agriculture, Oksana Lut.

In his opening remarks, Minister Sokhonn emphasised the importance of implementing existing agreements and memoranda of understanding to achieve tangible outcomes. He proposed a focus on three priority areas: trade, energy and industry, and human resource development. Sokhonn also invited Russian entrepreneurs to explore business opportunities in Cambodia, particularly in agriculture and food processing sectors.

To further facilitate engagement, the Cambodian side proposed the organisation of a joint business forum or trade exhibition to foster networking, matchmaking, and potential joint ventures between Cambodian and Russian companies.

Expanded Cooperation Across Sectors

The IGC discussions culminated in a shared commitment to deepen cooperation across a broad range of sectors, including:

  • Economy and trade
  • Investment and industry
  • Energy and natural resources
  • Transport and logistics
  • Information and communications technology
  • Finance and banking
  • Education, culture, and sports
  • Health and the environment

A significant development noted during the meeting was the progress on a protocol for cooperation between the customs administrations of Cambodia and Russia. Initiated by the Russian side, the agreement aims to improve customs coordination, data sharing, and mutual assistance. Once signed, this protocol is expected to facilitate smoother trade flows under the Eurasian Economic Union’s preferential tariff framework, enhancing market access for Cambodian exports.

Russian Tourist Arrivals Show Downturn

Despite these promising developments, Cambodia experienced a drop in Russian tourist arrivals in 2024. According to the Ministry of Tourism, 71,901 Russian nationals visited Cambodia last year—a 15.7% decrease compared to 2023. This trend highlights the need for renewed marketing and tourism engagement strategies, especially in the context of the proposed events that aim to reintroduce Cambodia as a top travel destination for Russian tourists.

To reverse this trend, the proposed cultural exhibitions and tourism showcases in Russia, supported by the Cambodian Embassy and Russian partners, could play a crucial role in re-engaging Russian travellers by promoting Cambodia’s rich heritage, coastal destinations, wellness offerings, and visa-friendly policies.

Strengthening a Longstanding Friendship

Cambodia and Russia have maintained cordial diplomatic relations since 1956, and recent efforts signal a reinvigoration of this partnership. With shared goals in trade, education, culture, and economic development, the two countries are now seeking practical pathways to translate goodwill into impactful outcomes.

The renewed cooperation offers Cambodia an opportunity to diversify its investor base, attract new export markets, and revitalize key tourism segments, while giving Russian businesses and travellers fresh access to Southeast Asia’s rapidly growing frontier economy.
