The Cambodian People’s Party (CPP) has commended the 7th mandate government, led by Prime Minister Hun Manet, for its significant achievements in navigating challenges while ensuring progress and stability. The praise was delivered during the 45th Convention of the Fifth Term Central Committee, held at the party’s headquarters over the weekend.
In a statement following the convention, the CPP highlighted the government’s success in fulfilling its mission of promoting economic growth, social development, and peaceful livelihoods. The statement credited the government with achieving national economic growth exceeding 6% and maintaining peace, political stability, sovereignty, and territorial integrity.
Major Accomplishments and Strategic Milestones
The CPP underscored the government’s implementation of political programs and the Pentagonal Strategy-Phase 1, which were designed to address the aspirations of the Cambodian people. Key achievements included enhancing security, public order, and social stability while strengthening foreign relations and development partnerships.
The statement also noted advancements in infrastructure development, including the initiation of the Techo Santepheap Park project and resolving issues in the Cambodia–Laos–Vietnam Development Triangle Area. Additionally, efforts to counter extremist threats and foster internal unity among the three countries were lauded.
The government also successfully hosted four major international meetings in Phnom Penh and Siem Reap, further solidifying Cambodia’s role in regional and global cooperation.
Leadership and Participation
CPP President Hun Sen, who also serves as President of the Senate, chaired the convention alongside Honorary President Heng Samrin. The event was attended by 3,555 participants, including CPP Vice Presidents Hun Manet, Sar Kheng, Say Chhum, and Men Sam An, as well as central committee members, lawmakers, and senior government officials.
Hun Sen emphasized the importance of convening the 45th Central Committee Conference amidst global uncertainties. He noted that the government is focused on achieving strategic goals outlined in the “Party’s Political Program for Building and Protecting the Homeland from 2023 to 2028.”
Strengthening Governance and Democracy
The CPP reaffirmed its commitment to strengthening democracy, promoting citizens’ rights, and advancing education. The convention celebrated the progress in governance reforms guided by principles of “self-reflection, showering, scrubbing, treatment, and surgery,” which aim to drive momentum across all sectors.
The statement also highlighted Cambodia’s adherence to an independent foreign policy rooted in international law and the Kingdom’s Constitution. Key principles include non-interference, peaceful conflict resolution, and participation in Indo-Pacific strategies.
Recognitions and Future Directions
The convention celebrated notable achievements by CPP leaders, including Hun Sen receiving the Peace Medal for Humanity and Planet Earth from the United Nations General Assembly and Hun Manet being recognized as an Outstanding Global Leader at the 12th International Conference of Asian Political Parties.
Looking ahead to 2025, the CPP set strategic directions focusing on national unity, independence, and territorial integrity. The party also aims to reinforce democracy, promote social harmony, and foster economic development to address ongoing challenges.

The CPP called on all Cambodians to unite in building and protecting the nation, emphasizing the need for collective efforts to achieve new milestones. The party expressed confidence in the country’s ability to overcome challenges and continue its path toward sustained peace, stability, and prosperity.
