PHNOM PENH — The Royal Government of Cambodia has officially launched its landmark “National Strategy on Startup Development 2026–2030,” establishing a structured roadmap to nurture entrepreneurial talent, boost digital innovation, and scale competitive tech enterprises across regional and global markets.
The official launch ceremony and dissemination workshop were presided over by Deputy Prime Minister and Minister of Economy and Finance Aun Pornmoniroth in Phnom Penh. Organized jointly by the Digital Economy and Business Committee (DEBC) and the Techo Startup Center (TSC), the event brought together key government figures, including Minister of Commerce Cham Nimul and Minister of Post and Telecommunications Chea Vandeth.
Driving Economic Transformation Through AI and Modern Tech
In his keynote address, Deputy Prime Minister Pornmoniroth highlighted that the strategic framework reflects Cambodia’s high-level commitment to driving technology-driven economic growth and building market resilience amid global economic uncertainties.
“The strategy aims to strengthen Cambodia’s capacity and competitiveness amid growing regional and global uncertainty, while supporting the wider adoption of digital technologies, particularly advances in artificial intelligence (AI),” stated Deputy Prime Minister Aun Pornmoniroth.
He emphasized that digital adoption improves productivity, optimizes supply chains, lowers operational costs for the private sector, and acts as a cornerstone for sustainable economic modernization.
Core Pillars & Strategic Objectives
The National Strategy on Startup Development 2026–2030 aligns directly with the government’s Pentagonal Strategy–Phase I and the broader Cambodia Vision 2050. It aims to systematically transform the Kingdom into an inclusive regional hub for innovation and digital entrepreneurship.
Strategic Directives:
- Ecosystem Integration: Coordinating policies across government ministries, private investors, incubators, and academic institutions to build a unified support system.
- Capacity Building & AI Adoption: Encouraging young entrepreneurs to leverage emerging technologies, including artificial intelligence, to solve domestic and regional challenges.
- Access to Capital & Growth Pipelines: Expanding seed funding, mentorship programs, and acceleration pathways in coordination with initiatives like Khmer Enterprise, Techo Startup Center, and Plug and Play Cambodia.
- International Expansion: Assisting early-stage Cambodian ventures in scaling their solutions across ASEAN and international markets.
By establishing clear guidelines and institutional support, the new 5-year strategy aims to accelerate the growth of domestic tech firms, diversify the national economy, and generate high-value jobs for Cambodia’s youth.
