PHNOM PENH — Cambodia and Rwanda are laying the foundation for a comprehensive bilateral trade and investment partnership designed to ease business operations, enhance economic resilience, and connect private sector enterprises across Southeast Asia and Africa.
The bilateral initiatives were explored during official meetings in Phnom Penh between Rwanda’s Ambassador to Cambodia, Bakuramutsa Nkubito Manzi, and senior Cambodian economic leadership, including H.E. Chea Vuthy, Secretary-General of the Cambodian Investment Board (CIB) at the Council for the Development of Cambodia (CDC), and Oknha Nguon Meng Tech, Director-General of the Cambodia Chamber of Commerce (CCC).
Proposed MoU Between CIB and Rwanda Development Board
Discussions at the CDC focused on establishing a formalized investment promotion framework between the Cambodian Investment Board (CIB) and the Rwanda Development Board (RDB).
- Bilateral Facilitation: The planned Memorandum of Understanding (MoU) seeks to create structured mechanisms for joint investment facilitation, regulatory support, and direct enterprise match-making.
- Knowledge & Policy Exchange: CIB Secretary-General Chea Vuthy noted Rwanda’s rapid achievements in digital economic transformation, business environment reforms, and diversification, identifying strong potential for mutual best-practice exchange.
- Attracting Quality Capital: The framework aims to bolster economic resilience by opening new bilateral investment corridors and encouraging sustainable industrial investments.
Inter-Chamber Collaboration Across Key Sectors
In a separate session with the Cambodia Chamber of Commerce, Ambassador Manzi commended Cambodia’s rapid infrastructure, construction, and macroeconomic development.
To institutionalize commercial relations, the Ambassador proposed that the national chambers of commerce of both nations enter into a formal MoU during an upcoming Francophonie Summit.
Target sectors proposed for direct private-sector collaboration include:
- Agro-Industry & Food Processing
- Textile & Garment Manufacturing
- Milled Rice Trade
- Real Estate & Infrastructure Development
Ambassador Manzi also extended a formal invitation for the CCC to lead a Cambodian trade delegation to Kigali, facilitating market exploration across Rwanda and the broader East African Community (EAC).
Gateways to Regional Trading Blocs
CCC Director-General Nguon Meng Tech welcomed the proposed chamber-level pact, highlighting the strategic geographic advantages of both nations. Under the initiative, Cambodian enterprises can leverage Kigali as a strategic launchpad to access expanding African consumer markets, while Rwandan businesses can utilize Cambodia’s duty-free regional trade links as an entry gateway into the wider ASEAN Economic Community.
The CCC affirmed its commitment to work closely with Rwandan counterparts to operationalize the agreements and stimulate bilateral trade flows.
