PHNOM PENH — Cambodia is reviewing its regulatory frameworks and incentive structures to drive domestic vehicle assembly, accelerate electric vehicle (EV) adoption, and strengthen competitiveness across its automotive sector.
The initiative was addressed during an inter-ministerial meeting led by Hean Sahib, Secretary of State of the Ministry of Economy and Finance (MEF) and Chairman of the Vehicle Assembly and Installation Investment Project Promotion Working Group.
Strategic Focus Areas for Sector Growth
The high-level discussions brought together representatives from the Ministry of Commerce, Ministry of Mines and Energy, Ministry of Industry, Science, Technology & Innovation, Ministry of Public Works and Transport, the Council for the Development of Cambodia (CDC), and key MEF departments—including Customs, Taxation, and Policy units.
The working group centered its evaluation on three primary pillars:
- Electric Vehicles & Local Assembly: Expanding EV adoption and scaling domestic vehicle manufacturing capabilities to support national socio-economic goals.
- Regulatory & Compliance Frameworks: Aligning industrial practices with government standards to ensure transparent, structured market growth.
- Competitive Business Environment: Enhancing investment incentives to attract global automotive manufacturers and assembly plants.
Adapting to Global and Regional Shifts
Speaking at the meeting, Hean Sahib highlighted that while the Royal Government of Cambodia has established policies to foster a domestic auto ecosystem, shifting global, regional, and domestic market dynamics require a thorough review of current measures.
Sahib instructed technical working units to deepen collaboration on industry assessments. The goal is to refine the national investment climate, bolster local manufacturing, and establish a sustainable, competitive automotive market in the Kingdom.
