Cambodian Prime Minister Hun Manet stated that Cambodia’s tax authority is among the most flexible and approachable in the world, emphasising consultation and mutual understanding between tax officials and businesses.

The remarks were delivered during the inauguration ceremony of the new headquarters of Cambodia’s General Department of Taxation (GDT) in Phnom Penh on May 21.

According to the prime minister, Cambodia’s taxation system currently adopts a cooperative and accommodating approach while the country continues implementing tax administration reforms.

Cambodia Encourages Dialogue Between Tax Authorities and Businesses

Hun Manet explained that Cambodia’s tax administration prioritises constructive engagement with taxpayers instead of relying solely on strict enforcement measures.

“I concur with Kong Vibol that no tax authority is more approachable than Cambodia’s, where constructive discussions and mutual understanding are encouraged,” the prime minister stated during the event.

He compared Cambodia’s approach to the United States Internal Revenue Service (IRS), noting that the American system generally applies tax laws more rigidly with limited room for negotiation outside established legal procedures.

He noted that future reforms should strengthen consistency, fairness, and transparency in tax law implementation while improving shared understanding between tax authorities and taxpayers.

Focus on Professionalism and Accountability

The prime minister also highlighted the importance of cooperation among the General Department of Taxation, private businesses, and tax intermediaries.

Authorities say strengthening tax governance and administrative transparency remains an important component of Cambodia’s economic development strategy.

The inauguration of the new GDT headquarters is also viewed as part of Cambodia’s broader institutional modernisation efforts.
