Phnom Penh, Cambodia – A group of 20 Cambodian diplomats will participate in a specialised training programme in India aimed at strengthening diplomatic skills, policy knowledge, and international engagement capabilities. The programme will take place at the Sushma Swaraj Institute of Foreign Service in New Delhi, India’s premier diplomatic training institution.
The initiative forms part of ongoing cooperation between Cambodia and India in diplomatic training and capacity building. Officials say the programme will provide participants with practical insights into diplomacy, international relations, and contemporary global policy challenges.
Programme Structure and Training Objectives
The customised course is scheduled to run in March 2026 and will bring together diplomats from Cambodia and Timor-Leste. Participants will attend sessions focused on diplomatic negotiation, international cooperation frameworks, and global governance practices.
The training also aims to build professional networks among diplomats and strengthen institutional cooperation between participating countries. According to officials, such programmes provide opportunities for diplomats to exchange ideas, develop professional expertise, and broaden their perspectives on international affairs.
India–Cambodia Cooperation in Capacity Development
Diplomatic training is part of a broader collaboration between India and Cambodia under the Indian Technical and Economic Cooperation (ITEC) programme, which has provided training opportunities for thousands of Cambodian professionals across multiple sectors since 1981.
Through these initiatives, officials from various Cambodian ministries have received instruction in areas such as governance, technology, policy development, and public administration. In recent years, several customised courses have also been organised specifically for Cambodian institutions.
Broader Economic and Regional Implications
Programmes that strengthen diplomatic capacity can also support international cooperation in areas such as trade, investment, and regional development. Enhanced diplomatic expertise may help facilitate cross-border partnerships and strengthen Cambodia’s engagement with global institutions and regional organisations.
